This penalty applies to you if you were born in 1957 or later, if you are currently an employee or if you have at one time or another contributed to Agirc-Arrco and if you wish to assert your pension rights as soon as your retirement You will be able to calculate the basic rate at full rate, whether you are 62 or soon after, and not four calendar quarters later.
Today, all assets that liquidate their basic pension from their full rate (because they have accumulated a number of quarters of old-age insurance, depending on their year of birth: 166 for the 1957 generation, but 167 for those born between 1958 and 1960, for example) receive 100% of their supplementary pension, including any child supplements. There will therefore be a real shortfall for most of the managerial employees, because the higher the supplementary pension, the more the system is penalizing. To escape, the only perspective offered by the social partners will be to shift your retirement date from four full calendar quarters : if you were born on January 15, 1957, for example, you will have to postpone the effective date of your election. retirement 1 st April 2020.
The penalty, however, will be applied to your 67 th birthday, which is rather good news. If you reach the full rate at age 65, you will only be impacted for two years, which reduces the financial drain. And if you work until you reach the age of the fully automatic rate (67 years old) because you entered the job market very late and you want to receive pensions that are not affected by large life discounts, you do not will not be impacted at all. Same thing if you were born in 1956 or before and have not yet applied for your Agirc-Arrco pension.
Long and unemployed careers
In a more marginal way, the penalty also targets other profiles and in particular the long careers that can still receive all their pensions full rate from 60 years.
